Visit your local county business office as Glenna has stated in her response as they will be able to lead you in the right direction.
1. First step is to get a DBA - Doing business as license in order to work from home
2. You should get a tax id number which you can apply for when you meet with your accountant. This tax id number will definitely help you and keep your business separated from your personal activites.
As with any good business practice, meet with a business attorney and an accountant to ensure you are going in the right direction. Most counties offer this service free.
3. You may want to get a certificate or take a wedding planning course but this is not required in order to plan and direct weddings it is only recommended so that you will be up to date with the practices and ethics of wedding professionals and for a recommendation to show your clients.

As far as the legalties, the only one true requirement is that you get your business license so that you may work in your area!!! As you grow in your business you will find other business aspects legalities that you may want to contend with such as getting a tax id number or your name copyrighted.
