RESPONSE
From: Tooman
Response: Hello Anita, If you invite people to attend the ceremony, then you need to entertain them in some way afterwards. Cake and punch is fine or you can make it more elaborate. To ask guests to attend the ceremony and then not interact with them at all would be extremely rude and a waste of their time to get dressed up and travel to the wedding for maybe 15 minutes, then be sent home.

The only time you wouldnt have a reception of some type is when you and the groom go to the courthouse by yourselves.
